policytool reports error message with prefix of "java.lang.Exception"

        Steps to produce
        1.Set JAVA_HOME,JRE_HOME,PATH,DISPALY
        2exceute command -> policytool
        3.click on Edit Policy Entry [without any name , click on Edit policy]

        It reports error message:
        java.lang.Exception:No Policy Entry selected.

        In which case, our customers thought the prefix of this error message "java.lang.Exception" was confusing to some non-tech users, and suggested to change the message as simply "No Policy Entry selected".
