Finalize CCC for JEP 220

The accepted CCC is here:
    http://ccc.us.oracle.com/8049367

This needs to be updated to reference the JEP and reflect the changes and other information that has accumulated since it was submitted.

Also need to decide if the CCC should be changed to use 8061971 as the issue number (JDK-8061971 did not exist when the CCC was initially created).
