Memeber variables in ParScanThreadState for taskqueue stats and termination stats are considered to be reset before second use.
And have to consider pros and cons of creating only one ParScanThreadStateSet for one vm to be free from failing to create ParScanThreadStateSet.
This is not common case but its creation failure means fail to garbage collect.
