Remove the docs/technotes/guides/jweb folder from the JDK 8 docs repo.

The JavaFX and Java SE deployment guides were merged in JDK 8 and the docs/technotes/guides/deploy folder created. Files in the old Java SE guide (docs/technotes/guides/jweb) were changed to redirect the user to the new guide. The redirects should not be carried forward to JDK 9.
