VM in the current implementation will fail if the java.{endorsed,ext}.dirs is set regardless of its value. This issue proposes to loosen the restrictions on the java.{endorsed,ext}.dirs properties to permit the empty string, which will make it easier for IntelliJ (and possibly other applications) to migrate.
