Examine reference to the lib/stax.properties in StAX

      As a requirement by JEP 220, user-editable files in ${java.home}/lib will need to be moved to ${java.home}/conf. This task is created to examine the reference to the lib/stax.properties in the StAX specification.

      A MR for StAX, JSR 173 may be needed.
