newDuration(x) produces incorrect outputs for some values of x

      Both the implementation and the JCK test api/javax_xml/datatype/Duration/index.html#Long - CtorLong007 has the wrong expectation when 0x8000000000000000L is passed into newDuration().

      The correct value should be -P292277024Y7M16DT7H12M55.808S but -P292277024Y7M16DT7H12M55.807S is output
