Actual behavior:
On win2012
   1.We choose the "Title bars" from the list,it can't set the size of the active title bar, and the Maximum of the "Title bars" is 23, Please refer to CheckboxPreferredSizeTest.png
  
The following case :
closed/java/awt/DesktopProperties/ThreeDBackgroundColor/ThreeDBackgroundColor

1. On Windows desktop, use desktop popup menu to bring up 'Properties' dialog",
2. Select 'Appearance' tab",
3. If running on Windows XP, press the 'Advanced' button",
4. Change 'Item' to be '3D Objects'",
5. Change 'Color' value",
6. Press 'OK' and apply the changes

Step4 , there is no "item" .
