At present, there are couple of APIs from com.sun.management.OperatingSystemMXBean that provide CPU related metrics

getSystemCPULoad()
getProcessCPULoad()

It would be helpful if these APIs could be made public i.e., to be part of java.lang.management.OperatingSystemMXBean so that it is available across vendors.
