Temporarily disable new build-infra makefiles in deploy as default

        Due to a build breakage that was NOT caused by https://bugs.openjdk.java.net/browse/JDK-8074686
        we nonetheless need to turn off the new deploy build in order to get hudson to create a PIT build since
        we don't want this in PIT yet.
