Steps to reproduce:
1. Install test bundle jdk9b52 from http://jre.us.oracle.com/java/re/jdk/9/promoted/all/b52/bundles/windows-x64/jdk-9-ea-windows-x64.exe to C:/java/jdk1.9.0
2. Download the JCK-runtime-9-b07.jar from http://jre.us.oracle.com/java/re/jck/9/promoted/ea/latest/bundles/ to C:/jck and use
C:/java/jdk1.9.0/bin/java -jar JCK-runtime-9-b07.jar to unzip it
3.Run the following command:
C:/java/jdk1.9.0/bin/java -showversion -cp C:/jck/JCK-runtime-9/classes;C:/java/jdk1.9.0/ -Djava.security.policy=C:\jck\JCK-runtime-9\lib\jck.policy javasoft.sqe.tests.api.javax.swing.interactive.JToolTip.JToolTipTests -TestCaseID ALL -TestDirURL file:/C:/jck/JCK-runtime-9/tests/api/javax_swing/interactive/JToolTipTests.html#JToolTip

Please verify that the pink panel below contains a combobox to select the approximate dismiss delay for a tooltip after it has been shown. The tooltip is shown immediately when the mouse is parked over the pink panel and all the component therein. The tooltip should state the Swing component type and should stay on for the selected time duration. The tooltip will disappear and reappear for subsequent mouse movement.

Actual behavior:
1.Selecting "Immediately" dismiss delay for a tooltip from the combobox,no tooltip displayed when the mouse is parked over the pink panel and all the component therein.
2.Selecting "Immediately" dismiss delay for a tooltip from the combobox, no tooltip disappear and reappear for subsequent mouse movements.refer to tooltip.jpg.
