The IGV version in hs-comp dates back to 2010. This enhancement should adopt the most recent IGV from the OpenJDK Graal repository. The following things should be taken care of:
* Make sure IGV can be built and started "out of the box" from the command line, much like in the Graal repo.
* Fix an issue that causes IGV to not accept input sent from HotSpot via port 4444 (the error message in IGV is "incomplete data").
