Proving opt out works and reports correctly

(1) Check preconditions
    (a) VERIFY There are no JRE's installed.
    (b) VERIFY No Sponsors are installed but the are allowed (no blocking)
(2) Start JRE Installation with IFTW JRE installer and use options to only offer APN and its offers.
(3) On the sponsor offer dialog, decline ASK
(4) Navigate on to the secondary offer.
(5) Decline the offer.
(6) Finish the install.
    (a) VERIFY JRE is now installed
    (b) VERIFY NO Sponsor is installed after 4 min (There is typically a 2 min delay after the JRE completes, on sponsor installations.)
    (c) VERIFY Correct pings reported
(7) If all verifications true, test is a PASS.
