SPSC003-001: Secondary Offers can be blocked.

(1) Check preconditions
    (a) VERIFY There are no JRE's installed.
    (b) VERIFY VERIFY No Sponsors are installed but are allowed (no blocking)

(2) Start JRE Installation with IFTW JRE installer and use standard sponsor blocking option
    (a) SPONSORS=0

(3) On the sponsor offer dialog, decline ASK
    (a) VERIFY NO Secondary offer occurs

Repeat test by installing JDK first and not using SPONSORS=0

but here not any sponsor provided: no primary and no secondary for SPONSORS=0 installing JDK first and not using SPONSORS=0, Please see the log files from attachment.
