SPSC001-001: Every Secondary Offer can be declined.Proving opt out works and reports correctly

(1) Check preconditions
    (a) VERIFY There are no JRE's installed.
    (b) VERIFY No Sponsors are installed but the are allowed (no blocking)
(2) Start JRE Installation with IFTW JRE installer and use options to only offer APN and its offers.
(3) while accepting the primary offer (Ask TB)
(4) Navigate on to the secondary offer.
(5) Decline the offer.
(6) Finish the install.
    (a) VERIFY JRE is now installed
    (b) VERIFY NO Sponsor is installed after 4 min (There is typically a 2 min delay after the JRE completes, on sponsor installations.)
    (c) VERIFY Correct pings reported
(7) If all verifications true, test is a PASS.

Expected: ASK TB is installed well.
Actual: ASK TB can't display well in the IE browser but it is installed in the controlpanel.please refer to log and screenshot.
