SPSC001-002: Every Secondary Offer can be accepted.
Proving opt in works and reports correctly

(1) Check preconditions
    (a) VERIFY There are no JRE's installed.
    (b) VERIFY No Sponsors are installed but the are allowed (no blocking)
(2) Start JRE Installation with IFTW JRE installer and use options to only offer APN and its offers(Cmd="-offerid A_SYM_ORJ").
(3) On the sponsor offer dialog, decline ASK
(4) Navigate on to the secondary offer.
(5) Accept the offer.
(6) Finish the install.
    (a) VERIFY JRE is now installed
    (b) VERIFY Secondary Sponsor is installed. (There is usually a 2 min delay)
    (c) VERIFY Correct pings reported

The actually results:There's no primary sponsor offer dialog shown up,but the secondary offer dialog can be shown.
The Secondary Sponsor isn't installed successfully after installing JRE Installation.
