SPSC001-002: Every Secondary Offer can be accepted.
Proving opt in works and reports correctly
Repeat while accepting the primary offer (Ask TB)

(1) Check preconditions
    (a) VERIFY There are no JRE's installed.
    (b) VERIFY No Sponsors are installed but the are allowed (no blocking)
(2) Start JRE Installation with IFTW JRE installer and use options to only offer APN and its offers(Cmd="-offerid A_MC_ORJ").
(3) On the sponsor offer dialog, accept ASK
(4) Navigate on to the secondary offer.
(5) Accept the offer.
(6) Finish the install.
    (a) VERIFY JRE is now installed
    (b) VERIFY Secondary Sponsor is installed. (There is usually a 2 min delay)
    (c) VERIFY Correct pings reported
(7) If all verifications true, test is a PASS.

 

The actually results:The primary offer is provided, but it can not be installed into IE browser when we repeat accepting the primary offer.
