SPSC003-002: Secondary Offers can be filtered independently using the Sponsor Pref settings.
 Proving Secondary sponsor prefs working the xml

 (1) Check preconditions
     (a) VERIFY There are no JRE's installed.
     (b) VERIFY VERIFY No Sponsors are installed but are allowed (no blocking)
     
 (2) Start JRE Installation with IFTW JRE installer with SPONSORPREF=SP50;
 (3) make sure that the primary is NOT shown but the secondary IS.

 We choose to install that secondary sponsor , the secondary sponsor is not installed successfully as no app in the control panel in the end while we can see s50=0 in the log
