So we have a way to force a specific secondary offer using the Cmd -offerId in the registry.

However, if we choose one that does not pass criteria, for example it is already installed, we get NO secondary offer.
We SHOULD just be given an alternate secondary offer.

This can be fixed by APN after the initial secondary offer launch.
