[NEWTEST] Check that dynamic changeing of PrintGC and PrintGCDetails make effect

    Description

      Both PrintGC and PrintGCDetails are manageable flags, their value can be altered during execution.
      One should be able to turn on/off GC logging.

      A test is required for that. This test will be a regression test for JDK-8073476
