REGRESSION: Yes, its a regression from JDK 8u60b05.

OS INFORMATION: Issue with Windows OS. (Can see with Windows 8.1). Update with other Win OS results soon.


A DESCRIPTION OF THE PROBLEM :

1. Install or untar JDK 8u60b10.
2. Go to /jre/bin/javacpl
3. Open the control Panel
4. Close the control Panel

Go to the location C:/Users/../Sun/Java

It will create the deployment folder but it will not create deployment.properties and other related files like site exception list.
