I used Win i586 bundles during verification of issues that affect a11y.
Explorer links (e.g. links in Windows Control Panel) DO RESPOND to space key - so, it is normal behaviour for MS Windows platform.
8u60b09 - links in JRE installer respond to space key (except Java-out-of-date dialogs in installer - Looks like these dialogs use other links, not same links as in other installer dialogs).
8u60b10 (may be after JDK-8063067 fix ) - links in JRE installer stopped to respond to space key.
