System Preferences Pane for Java fails to open if regional settings are not US (MAC OS X Yosemite)

      EXTRA RELEVANT SYSTEM CONFIGURATION :
      Region Setting: Serbian (System Preferences > Language & Region > Region)

      A DESCRIPTION OF THE PROBLEM :
      I clean-installed the latest JDK under OS X Yosemite. The System Preferences pane for Java fails to open.

      REGRESSION. Last worked in version 7u65

      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      1. Set Region to: Serbian (System Preferences > Language & Region > Region)
      2. Try to open Java Preferences Pane (System Preferences > Java). The Java window with message "The Java Control Panel opens in a separate window" should open, but the mentioned window with settings fails to open, showing only "Reopen the Java Control Panel" button.
      3. Set Region to: United States (System Preferences > Language & Region > Region)
      4. Try to open Java Preferences Pane (System Preferences > Java). Everything works as expected.

      EXPECTED VERSUS ACTUAL BEHAVIOR :
      EXPECTED -
      I expected to see the Java settings window, even with Serbian regional settings in the OS.
      ACTUAL -
      The settings window fails to open.

      REPRODUCIBILITY :
      This bug can be reproduced always.
