As received from the user

We have a a list of 10 exception sites for a subset of about 300 of our
users. An exception file has been created and distributed to the users
profiles however when they look at the exceptions list under the java
console security tab they can only see 8 of the sites. If they then
click on edit list (even if they don't add anything) this updates the
exceptions.sites file and removes the last two entries that they
couldn't originally see in the console.
