Remove Java DB from JDK 9

      JavaDB is a repackaging of the Apache Derby binaries (https://db.apache.org/derby). As of JDK 9, it should no longer be included with the JDK. It will be necessary to document in the release notes where developers can get Apache Derby if they were using JavaDB.
