-Dfile.encoding fails to set the default encoding, if the specified encoding is not in std cs, after JDK-8038310

      The default encoding will not be set to the specified if it's in extended charsets. After integration of 8038310.
      While -Dfile.encoding is really an "officially" supported use scenario, it is desired not to break it if possible.
