many tests failed due to "Can't find library" since jtreg4.1/b12

      There's regression in the latest promoted jtreg4.1/b12, many tests failed with "Error. failed to clean up files after test", and the real issue is: "Can't find library".

      Here's one example:

      sun/net/www/protocol/https/ChunkedOutputStream.java

      Test works fine with jtreg4.1/b11, but failed with b12.
