Frame setResizable(false) but may be easily maximized/unmaximized on OEL 7

      OEL 7 (Gnome 3)

      In a minimal test create a java.awt.Frame and setResizable(false).
      Run the test on OEL 7 (Gnome 3).
      On the Frame itself there will be no "maximize" button; right click on the Frame also correctly displays no enabled resizing options -- however a right click on the status bar icon of the Frame let you not only select but use Maximize and then Unmaximize options.

      Is it a Java or Gnome 3 issue?

      Reproducible with jdk8 b132.
