ScrollPane should be focus traversable when no focus traversable component is inside

      According to the UI Spec: https://wiki.openjdk.java.net/display/OpenJFX/ScrollPane+User+Experience+Documentation
      "ScrollPane can be focused only if the scroll view content as such is not focusable (e.g. an image)."

      Currently, ScrollPane is never focus traversable.
