The instructions of FX deployment sqe manual test cases preloader/CP_03_08_applet(application) says:
1. clear deployment cache
2. Launch the applet http://sqeweb.us.oracle.com/deployment1/deployment_6_UR_int_exec_ws/6/deployment/src/javafx/fxfeaturesTest/fxfeaturesTest/html/MissingJarHandleError.html
3. It has a jar file which actually doesn't exist
4. The error message should be in preloader's panel, should not show error dialog

However, the actual behavior is that in addition to error message showed in preloader's panel, there's still a Application Error dialog showing FailDownloadException.
