Scroll wheel "down" not recognized until you first scroll up a bit

      In certain rare cases, a TreeView with plenty of items in it refuses to scroll by using the scroll wheel down movement. However, as soon as you move up atleast once (purposely or by accident due to a touchy scroll wheel) the scrolling down will function perfectly, and remain functioning perfectly. I've noticed on several occasions that the initial view of the TreeView is not quite 100% at the top, as moving the scroll wheel up will move the text a few pixels further up.

      However, this issue is hard to reproduce as several other actions might reset the bug (like having items highlighted by mousing over them). With the project attached however I can reproduce it about 50-75% of the time.

      I've tried stripping it down as much as possible, but the bug becomes very hard to reproduce (or is gone) when I remove more. For example, removing the setting and showing of the Scene twice seems to solve the bug. Removing the InformationBorder in the mouse transparent top layer seems to fix it. Removing the stylesheet (which makes the scroll pane transparent and removes the mouse highlighting of the tree items) also seems to make this bug much harder to trigger.
