TextInputControls capturing function key events

      Description

        If F1-12 is press while a TextInputControl has focus then the key press seems to be consumed. A quick example would be to mock up an anchorPane containing a textfield. Add a keypressed listener to both the anchorpane and the textfield. When any of the f keys are pressed and the textfield is in focus then the anchorpane's listener will not get called. However if you press Alt + F# then it works correctly.
