Tooltip doesn't show for disabled Control

      When I set a tooltip on a control that I have disabled, it does not show.
      It is common to use a tooltip to indicate why the control is disabled.
      Swing shows tooltips for disabled controls, so this is another obstacle to migrating UI from Swing.
