When scrolling a scroll pane by drag or swipe gesture, the content scrolls in the direction of used gesture. When the content border reaches the scroll pane border and the user continues to scroll, the content moves further uncovering the scroll pane background. When the content is released, it automatically and smoothly returns to the border of the scroll pane.

Improvements:
1. it would be nice if the speed eases out when the content is returning to the border of the scroll pane
2. it would be nice if we can use the attached pattern as a new background of the scroll pane
