Add support for a more robust shortcut tag

      In deploy/packager/src/com/sun/javafx/tools/packager/PackagerLib.java:

      -- Need support for JNLP v7-style shortcut tags. (i.e., 'installed', 'menu'). Currently it's only 'desktop'.
