SplitMenuAction should support disabling the action area, but leaving the drop down menu enabled

Currently one can only disable the entire control.

There may be use cases however - and we've been running into one - where the drop down menu shall be accessible, but the action area is disabled, most notably if the action area mirrors a menu item and that menu item is currently disabled.
