Enable Page Cache in WebView

      WebKit has a feature called Page Cache which is currently disabled in WebView. It would perhaps be nice to enable it. For the description of Page Cache see http://www.webkit.org/blog/427/webkit-page-cache-i-the-basics

      Note that I am currently enabling Page Cache for DRT tests as part of a fix for RT-14670.
