FileChooser: Extend support for initial file name to file open dialogs

      When discussing public API for RT-16111 on openjfx-dev, it was decided that the added initialFileName property should be used also for the displayed file open dialogs if the underlying platform support such property in its file open dialogs.

      We need this support for Lombard, otherwise we can't publish the initialFileName property in the FileChooser.
