Prism has the ability to kind of barely run on non shader platforms (ES1). These platforms have since been dropped, and any platforms that do not support shaders run the J2D or SW pipelines. this creates dead code in our BaseGraphics level, which provided render paths for non shader based platforms. This creates unneeded complexity and should either be removed, or better yet, should be redone to be a true base implementation of Graphics!
