New API to rotate text on tabpane tabs

      This is to replace a part of my RT-18790

      Currently the text in tabs is always rotated when tabs are at Right, Bottom or Left of the TabPane. It would be useful to be able to rotate the text so that it is always horizontal and left-to-right if so desired. Currently you have to put the text into the tab's 'Graphic' to achieve this.
