Create a roundrect renderer that uses the new "texture primitive" based shaders used currently for ellipses and rects

      New texture-based shaders were developed for rendering ellipses and round rects faster on lower end hardware like embedded GPUs, but the same technique is not yet applied to Round Rectangles. This is part of the "remaining work" for RT-23725.
