Support "locking" columns (and rows) in TableView

      It is a common feature of most table/spreadsheet systems to be able to "lock" or "freeze" columns or rows in place, so that when the users scrolls left or right (in the case of columns) or up and down (in the case of rows), the locked columns (or rows) stay in place. This is particularly useful for columns when dealing with long rows of data and to remind the user of what they are actually looking at.

      e.g. Student's Name could be locked in a table and you could have all sorts of other columns you could view, but you would like to always see the Student's name column no matter where you scroll.
