Adding component descriptions as tooltip in the Library panel

      I file a bug about one feature (which I also wrote to Jim & Nicolas) :

      Whenever I click on a folder/file in Windows - Desktop etc. and then move mouse cursor away and then back on that file, I will see some description. See image 1.

      Now to SB: Lets say the guy wants to add "some layout" from library- containers to "drop library items here". But he is not sure, if he wants to use anchor pane or grid pane (assume that the guy is just learning about Javafx and he doesn't know about that very much). He would look it up in the internet or in docs. Now assume he is in the airplane and has no access to the internet (and even api docs). BUT he does use SB very much.

      From a logical point of view he (or rather me) would take cursor to some pane (like anchor or grid) and he would assume that there is some information, in buble, "what is that or when to use that". Very similar to the picture 1..

      This feature is already implemented in each "Code" (3rd panel on the right site if a e.g. control is selected). That yellow buble.
