[CSS, Menu] The second time the cascade menu pops up, only the text draws (RT-36838 regression)

Details

    Description

      1) run HelloMenu
      2) pull down 'Debug' (press and release so that mouse is not pressed)
      3) move mouse over 'Submenu' (cascade menu will pop up)
      4) move mouse to the item above 'Submenu' (cascade will hide)
      5) move mouse over 'Submenu' (cascade menu will pop up)
      6) BUG: only the text draws (no "white" menu background draws)
