[Axis] provide better default choice for fractional part of numbers

    Description

      Look at the attached image.

      There is no any need to repeat ",279" 10 times, and ",721" 4 times. That is just a start value for axis (I mean, when axis starts, -33,721 - a start value), and it can be mentioned, but there is no need to repeat such a long thing during all the axis. I thing, the better thing - is to align major tick marks relating to 0, and not relating to start position.
