Some document preferences are not restored

Load a document, change the dividers positions, then quit the tool.
 => the dividers position are correctly set in the preferences

Then quit and load the document again.
=> we set the dividers position with values from preferences but the UI is not updated accordingly.

Same issue with the visisbility of the CSS panel.
