Sizing fonts with CSS em can result in wrong size font being displayed

      In our build of SB using 8u20, some of our text nodes with CSS sizing specified in em are not displayed with the correct font size.

      This is a regression from SB 2.0 using 8.

      Attached are Java and FXML use cases.
      Also attached is an image comparison of the FXML use case in SB 2.0/8 and SB2.x/8u20
