The problem can be easily reproduced with Ensemble:

select "Choice Box"sample ("Samples"->"Controls"->"Choice Box")
click on choice box to activate popup no try to scroll it with mouse wheel.

It is possible to scroll the content of the popup so you will see no items just empty popup with arrow for scrolling.
