Multi-Row editors new row button should be disabled if no value in row

      Make a new document.
      Select the root node.
      Look at one of the Multi-Row editors (Style or Style Class) - bug - '+' button is enabled.

      The strategy is to only enable the '+' button when there is a value in the row (no point in making empty rows).
