DoubleStringConverter should respect default locale

DoubleStringConverter uses a fixed format for all locales, while other converters, like DateTimeStringConverter and CurrencyStringConverter are using the default locale. The API is inconsistent here. As many countries have different formats for decimal values, DoubleStringConverter must use the default locale, too.
